FTAA Principles
A series of guiding principles for negotiations
have been agreed upon. Among these principles, the following
are included:
- Decisions
will be adopted by consensus;
- Negotiations
will be governed by an exposure policy;
- The
FTAA will be coherent with the rules and disciplines of
the World Trade Organization (WTO) and will act according
to the basis of these disciplines whenever possible and
pertinent;
- The
FTAA will constitute a single undertaking;
- The
FTAA can coexist with other bilateral and sub-regional
agreements, and the countries can negotiate or accept
the obligations originating from the FTAA either individually
or as members of sub-regional integration groups;
- Special
attention will be given to the needs of smaller economies
